Job Context
- JOB PURPOSE:
- The position will be with WFP Bangladesh Country Office and requires the engagement of a competent Senior Civil Engineer, who will work with and report to the Head of Supply Chain and Emergency Response Preparedness. S/he will be involved in day-to-day practical engineering activities and analytical work of H S A.
- The main tasks required of the position will include technical support on: engineering project management; infrastructure development projects for emergency preparedness; project feasibility studies and analysis; engineering design and review; construction procurement processes; contract management for construction activities, public Procurement Contracting in a UN Environment and technical support to WFP`s programmes and other operations in Bangladesh.
- The Civil Engineer shall be able to demonstrate in-depth technical knowledge and experience required to identify, analyse and resolve complex engineering issues, manage and direct projects and work streams, provide technical expertise, advice and solutions that support strategic results, and formulate new strategies and technical approaches where appropriate. The Civil Engineer may lead multi-disciplinary teams, including engineering staff, and manage clusters of project partners and stakeholders to deliver engineering services or more complex projects.
- The Civil Engineer should also have experience as a Project Manager with focus in design and construction of infrastructure and buildings. The Engineer assigned to this position will require experience in construction contract management, including knowledge and experience of international construction contract law; and FIDIC or related construction contract formats.

Job Responsibilities
- GENERAL DUTIES:
- Contribute to the implementation of WFP Policies, standards, norms and practices ensuring compliance with wider WFP policies, procedures, guidelines and operations. Apply and implement WFP Construction Manual procedures and processes in coordination with WFP Engineering.
- Prepare evidenced based recommendations for Country Office management on measures to improve WFP facilities suitability to operational purpose, safety, and efficiency of structures and equipment.
- Prepare presentation to highlight different technical aspects of the project to participants in different forums;
- Coordinate with relevant government agencies as and when required on issues including the technical aspects;
- Prepare documentation to facilitate funds raising;
- Prepare status and progress reports, presentations, briefing documents related to Humanitarian Staging Area (H S A);
- SPECIFIC ENGINEERING DUTIES:
- Provide engineering and project management services, apply best practices, standards and innovative technologies that comply with WFP standards and processes.
- Undertake site visits to project sites within the country, and conduct data collection and technical assessments, according to specific requirements and needs case by case defined.
- Contribute towards the analysis of project proposals to enable effective decision making on project technical feasibility (analyzing pros and cons, benefits, budgets, risks and constraints).
- Provide overall technical support for the design, construction, use and maintenance of Humanitarian Staging Area (HSA);
- When required, undertake concept, preliminary or detailed designs (including drawings, schematics, masterplans, design calculations, cost estimations, technical specifications);
- Retain detailed knowledge of the international (and local) construction standards and codes;
- Provide overall technical assistance for the projects, from planning to implementation and monitoring, respecting deadlines and project milestones;
- Ensure that effective implementation, monitoring and supervision tools are developed and implemented;
- Ensure that effective quality control systems are in place and the contractor and engineering consultancy companies work in compliance with technical specifications and WFP quality standards;
- Monitor and evaluate performance of service providers
- In coordination with the Supply Chain unit, prepare technical documentation as regard to bidding processes, for construction services, design services, or equipment, inclusive of evaluation methodologies and reports;
- Provide supervision during construction, and administer construction contracts
- Identify and manage risks and initiate corrective action where necessary, so that maximum benefit to client and stakeholders is achieved;
- Prepare interim and final project handover reports and maintain the relevant project records;
- Develop and manage project budgets, cash flow and obligations to ensure that deliverables are met and payments to contractors and personnel are received on time.
- Certify disbursements of funds, monitor and submit financial status reports to management in compliance with the pre-established requirements;
- Ensure a sound handing over of facilities to project beneficiaries/government;
- Prepare reports to WFP Engineering, on an agreed frequency, with regards to engineering activities in country.

Educational Requirements
- University degree/Advanced university degree in Civil or Structural Engineering from a reputed Engineering University. Hold or be eligible for Accreditation to “Professional Engineer” or “Chartered Engineer” status, or recognised equivalent by an appropriate national or international regulatory authority (Not necessary but an advantage).

- OTHER SPECIFIC JOB REQUIREMENTS:
- Experience in working in complex environments and large infrastructure and/or civil works with sound knowledge in the preparation of estimates/bill of quantities, checking of drawings and design, and supervision of construction work;
- Knowledge of procurement, tendering and contracting processes and requirements, in particular using international contract forms (such as FIDIC);
- Excellent and proven experience in dealing with contractors, local partners and government agencies;
- Experience in technical design of earthquake resistance structure is an asset;
- Knowledge of the UN rules, procedures and regulations would be an asset.
- Working experience in UN or other international development organization is an asset.
- Background/familiarity with an emergency preparedness and response operations

- STANDARD MINIMUM QUALIFICATIONS:
- Experience : Minimum 10 years of professional experience at national and/or international levels in the relevant field of civil engineering, especially in the management of large-scale building/warehouse construction;
- Language: Fluency in English and Bangla, both in written and spoken .
- Computer Skills:
- Strong user of computer applications and relevant construction and civil engineering software (AutoCAD software is required).
- Hands-on experience in working with database, power points

- Has worked effectively under supervision on a large number of varied design and construction projects and taken responsibility for work elements which have been assigned.
- Has attained advanced academic qualifications relevant to engineering.
- Has contributed to projects demonstrating knowledge of engineering specialisations in relation to fire safety, seismic blast or environmental requirements.
